What changed in New York
Contractors and subcontractors on public work now have to register with the State before bidding or working, and certified payrolls are filed through the NYSDOL electronic submission system. Late filings carry daily penalties, and submitted payrolls feed a public database.
The federal WH-347 was revised as well, with new fields for apprentice designation and fringe benefit detail. If your process was built around the old form, it needs updating.
